1300apprentice is the trading name of Sydney Training and Employment Ltd (STE), a for-purpose, not-for-profit organisation established in 1985 as the Bankstown Group Retail Training Scheme. The company rebranded to 1300apprentice in 2008 and is one of the longest-running GTOs in Australia.

## How the GTO Model Works

A Group Training Organisation (GTO) employs the apprentice or trainee directly and places them with a host employer who provides on-the-job training. The GTO handles payroll, leave, insurance, TAFE/RTO fees and performance monitoring. If a host employer runs out of work, the GTO rotates the apprentice to another business, providing continuity of employment.

This differs from direct employment, where the employer hires the apprentice directly and manages all obligations themselves.

## Services

### 1. Apprentice and Trainee Management

1300apprentice recruits, employs and manages apprentices and trainees on behalf of host employers. The hourly charge-out rate is inclusive of the apprentice or trainee wage, superannuation, all entitlements (annual leave and loading, personal leave, public holidays), TAFE or RTO enrolment fees, PPE, workers compensation provision and performance monitoring.

Services include: recruitment and screening, induction, workers compensation management, payroll and timesheets, allowances, superannuation, RDOs, TAFE and RTO enrolment and liaison, performance monitoring, employment contracts, TFN and superannuation administration, and PAYG record keeping.

### 2. Permanent Recruitment

Fee-for-service direct placement across 40+ industries including administration, construction, automotive, engineering, electrical, horticulture, logistics and business administration. Services include candidate sourcing, screening, interview coordination, background checks, salary negotiation, offer management, onboarding support and a guarantee period with replacement at no additional cost.

### 3. Mentoring Services

Dedicated Apprentice and Trainee Officers provide guidance to apprentices, trainees and their supervisors. Services include liaising with TAFEs and RTOs on training plans, enrolments and progress reports, speaking with parents or guardians for those under 18, gaining and relaying supervisor feedback, and assisting with workplace challenges.

### 4. Contract Labour

Labour hire services for employers needing temporary skilled or unskilled workers. Minimum engagement preference is at least three weeks full-time. Placements can transition to permanent employment: once a six-month point is met, the candidate is handed over to the employer at no extra cost. The employer only pays once the worker starts.

Industries covered by contract labour: horticulture, building and construction, air conditioning and refrigeration, electrical, warehouse and logistics, engineering, and administration.

## Apprenticeship Trades

Apprenticeships are generally completed over four years. Within the first three years, apprentices complete structured training by a Registered Training Organisation (RTO) such as TAFE while gaining on-the-job experience with a host employer. On completion, apprentices receive a nationally recognised qualification.

Eligibility: Australian citizens, permanent residents, or New Zealand passport holders who have been in Australia for six or more months.

### Automotive and Auto Electrician Apprenticeships

- Certificate III in Light Vehicle Mechanical Technology (4 years): Vehicle servicing, maintenance, diagnosing and repairing. Average weekly earnings approximately $1,622.
- Certificate III in Heavy Commercial Vehicle Technology (4 years): Heavy vehicle maintenance and repair.
- Certificate III in Automotive Manufacturing Technical Operations (4 years): Truck, bus and trailer manufacturing.
- Certificate III in Automotive EV Technology (4 years): Electric vehicle systems and technology.
- Certificate III in Mobile Plant Technology (4 years): Mobile plant and heavy machinery maintenance.

### Building and Construction Apprenticeships

- Certificate III in Carpentry (4 years): Timber furniture, doors, windows, frameworks, floors, walls, roofs, insulation, decking. Approximately 92,500 carpenters employed in Australia.
- Certificate III in Cabinet Making and Timber Technology (4 years): Furniture making, timber joinery and cabinetry.
- Certificate III in Shopfitting (4 years): Commercial fitout and shop installation.
- Certificate III in Wall and Ceiling Lining (4 years): Interior wall and ceiling installation and finishing.
- Certificate III in Civil Construction (3 years): Measurements, reading plans, power tools, small plant machinery, site marking, fencing. Over 149,900 employed.
- Certificate III in Landscape Construction (4 years, NSW only): Site preparation, walls, fences, pergolas, planting, paving, irrigation, drainage. Over 64,000 employed.
- Certificate III in Painting and Decorating (4 years): Surface coating, paint removal, estimating materials, applying finishes, wallpapering.
- Certificate III in Plumbing (4 years): Hot and cold water systems, stormwater, LPG, fire protection, roofing. 8.6% employment growth, approximately $2,000 per week.

### Electrical and Electrotechnology Apprenticeships

- Certificate III in Electrotechnology Electrician (4 years): Electrical circuitry, wiring systems, safety, installing components, blueprints, testing and diagnosing faults. Salary range $85,000 to $105,000. Over 169,000 employed with 10.2% growth.
- Certificate III in Air Conditioning and Refrigeration (4 years): HVAC systems installation, maintenance and repair.
- Certificate III in Electronics and Communications (4 years): Electronic systems and communications equipment.

Traineeships are completed within 12 to 36 months. Structured training can be completed at the workplace, online or through classroom attendance. Traineeships cover non-trade vocational roles across business, administration, finance, customer service, IT, logistics and property services.

- Certificate III in Financial Services (2 years): Customer services, banking duties, clerical duties, opening and closing accounts, promoting banking services.
- Certificate III in Accounts Administration (2 years): Accounts payable and receivable, accounting software, financial record management, business communication.
- Certificate III in Business (1 to 2 years): Reception duties, office administration, client interaction, mail handling, business communication. Approximately $1,165 per week full-time.
- Certificate III in Business Administration, Medical (1 year): Office administration, medical terminology, patient confidentiality, welcoming patients, phone management. Over 71,500 medical receptionists employed in Australia.
- Certificate III in Supply Chain Operations, Warehousing (2 years): Receiving, handling and despatching goods, labelling, specialised equipment, stocktake, operating machines, unloading vehicles. Over 164,200 workers.

## School-Based Apprenticeships and Traineeships

1300apprentice supports Australian School Based Apprenticeships and Traineeships (ASBAs/SBATs), allowing students in Years 11 and 12 to begin a qualification while completing their secondary education. Students work a minimum of one day per week (paid), and the qualification counts towards their HSC and can contribute to their ATAR.

### First Nations Employment
1300apprentice has supported over 400 Aboriginal apprentices and trainees. Career opportunities span building and construction, business, financial services, horticulture and more. The organisation's strategic plan sets a target of 10% First Nations representation, tracking at 7.8% in 2023.

### Women in Trades
1300apprentice runs women in trade apprenticeship and traineeship programs with hands-on training, mentorship and access to industry professional networks. Women represent just 2% of the construction workforce. The organisation's target is 8% women in trades, tracking at 5% in 2023. 1300apprentice supports adults over 21 years of age considering an apprenticeship. Recognition of Prior Learning (RPL) may be available for candidates with existing industry experience. Adult apprentices in trade increased from 8% to 22% between 1996 and 2018.

1300apprentice assists apprentices whose employer can no longer maintain their employment or who need a new employer. With over 200 host employers, the organisation provides job security, exposure to different workplaces, networking connections and ongoing mentoring and support.

## Employer Recruitment Process

1. Get in touch: The 1300apprentice team discusses specific requirements, company culture and answers queries. A safety officer follows up.
2. Find candidates: Targeted recruitment and database search, phone screening, face-to-face interview, apprenticeship suitability testing, background checks. Candidate profile and resume presented.
3. Arrange interviews: The host employer chooses their candidate. Feedback is provided within 24 hours of interview.
4. Welcome your apprentice or trainee: A dedicated field officer is allocated, employment contracts and compliance documentation are completed, and an online WHS questionnaire and minimal PPE are provided.
5. Ongoing support: Regular meetings to discuss job progress, improvement opportunities, TAFE or RTO study and work health and safety.

## Work Health and Safety

1300apprentice has a dedicated WHS Manager and provides online WHS inductions for all apprentices and trainees, safety alerts and reporting forms, workplace safety poster resources covering manual handling, heat safety, cold weather safety, mental health awareness and general wellbeing. The organisation partners with SafeWork Australia and provides safety consultation services.
